HEILONGJIANG - Harbin (Capital of the Heilongjiang Province): The city of Harbin is situated in the Songhuajiang River-Nenjiang River Plain in the southern part of the province of Heilongjiang, located in northeast China. Its has seven urban districts and 12 counties - Shuangcheng, Shangzhi, Wuchang, Erchang, Hulan, Binxian, Fangzheng, Yilan, Bayan, Mulan, Tonghe, and Yanshou - under its jurisdiction. The city covers a total area of 56,579 square kilometers, with the urban area totaling 1,637 square kilometers. It has a total population of 9.475 million, with 3.5 million residing in the urban area. The average temperature stands at 4ºC; in January, on average, the temperature drops to -19.4ºC and in July, it reaches 23ºC.

Economic Development and Natural Resources: The city is rich in natural resources with much cultivated land, grassland, forests, and rivers and an abundance of high-quality underground water. Thus, the conditions are very favourable for the development of agriculture, forestry, animal husbandry, fishery, and other sideline production. Harbin has defined the machine-building industry (including automobile manufacture), electronic industry, food-processing industry, pharmaceuticals and chemical industries as its five pillar industries. The city will be emphasizing three major production bases - the production of light alloy materials, the manufacture of flax textile products, and the production of new building materials. Plans are underway for the creation of a comprehensive chemical industry.

Transportation and Communications: Harbin is one of most important hubs of communication in the Helongjiang Province and northeast China. Five railway trunk lines and seven highway trunk lines travel in all directions through northeast China. The Harbin airport is one of largest airport in China with more than 50 domestic and international airlines. The ease of travel creates favorable conditions for the promotion of the city's economic contracts with foreign countries.

Economic Development Zones in Harbin City: The Harbin High and New Technology Industry Development Zone was approved and built by the State Council in March 1991 as one of the first national level high and new technology industry development zones in China. In the development zone 125 overseas-funded enterprises, 85 Sino-foreign joint-venture enterprises, eight Sino-foreign cooperative-venture enterprises, and 32 wholly foreign-owned enterprises have been established. The Harbin Economic and Technological Development Zone was approved by the State Council in April 1993 as a national level economic and technological development zone. Currently 1,013 enterprises have been registered in the development zone, 605 of which are in operation.

Economic Development in Other Cities: Daqing is situated in the central part of the Songhuajiang River-Liaohe River Plain. It is a burgeoning industrial city with the largest oil and petro-chemical industry base in China. The Daqing High and New Technology Industry Development Zone, established in April 1992, consists of four different industry areas - industry production, scientific-technology research, financial operations, and comprehensive management and services. The number of enterprises registered in the development zone has reached 500, more than 300 of which have been put into operation. Jiamusi is situated in the Sanjiang Plain in the northeastern part of the province of Heilongjiang. Jiamusi is rich in natural resources and has 1.07 million hectares of cultivated land, 360,000 hectares of reclaimable land, 610,000 hectares of forest land, 120,000 hectares of grazing land, and 36,000 hectares of water area. It has more than 60 types of proven mineral resources including coal, gold, iron ore, granite, graphite, and pumice stone. The city has 200 registered foreign-funded enterprises with a combined investment of 300 million US dollars. The foreign-funded enterprises are engaged in more than 20 industries such as textiles, foodstuffs, plastics, electronics, and building materials.
Mudanjiang is located in the southeast part of the province. There are nine direct railways connecting the city with Beijing, Tianjin, Dalian, and other cities. A network of 5,500 kilometers of highways also provides access to other cities. Mudanjiang airport is the sixth largest in the Northeast China. Seven air routes are open to reach eight domestic cities including Beijing, Shanghai, and Guangzhou. There have been more than 500 foreign-invested ventures established in the city.
